VOA National Services Announces David Nisivoccia as New Executive Vice President & Chief Operating Officer

ALEXANDRIA, Va. (Sept. 1, 2023)Volunteers of America National Services, an affordable housing developer and senior healthcare provider with operations nationwide, welcomes David Nisivoccia as executive vice president and chief operating officer beginning September 1.

VOANS, a subsidiary of Volunteers of America, Inc., is part of a national faith-based human services organization that serves more than 1.5 million people each year. Nisivoccia’s leadership will be critical in the nonprofit organization’s housing and healthcare services, which serve seniors, families, veterans and many others most in need.

Nisivoccia will be critical in leading a strategic plan to further integrate healthcare and affordable housing services, and continue growth in community-based senior programs such as PACE (Program for All-Inclusive Care for the Elderly). VOANS has a consolidated healthcare and housing operating budget of $246 million annually and approximately 2,080 professional staff nationwide. VOANS senior healthcare owns and operates 38 senior living and care communities’ programs. VOANS affordable housing owns approximately 250 properties in 38 states and Puerto Rico, and is one of the nation’s largest nonprofit developers of affordable and workforce housing.

Nisivoccia, is transitioning from his current role as chief executive officer of the Housing Authority of the City and County of Denver, and was responsible for the oversight and operation of the largest public housing authority in Colorado, the Rocky Mountain region and one of the largest in the nation. Nisivoccia has more than 25 years of executive and senior management experience in affordable housing. Prior to joining DHA, Nisivoccia served in positions with the housing authorities of Fairfax County, Va.; Clearwater, Fla.; Tampa; Fort Pierce, Fla. and San Antonio.

In his new role, Nisivoccia takes over from Kimberly Black King, who served as interim Chief Operations Officer for the past year, keeping the organization on track and moving forward. “We truly appreciate Kimberly’s dedication to our mission and continued instrumental role on the VOANS executive team,” King said.
